An attractive apartment can start a property search. A realistic financing plan should shape the shortlist. For a private investor considering a mortgage from a bank operating in Albania, the intended use, existing borrowing, accepted income and property valuation can all change the available loan. This guide explains the published regulatory ceilings and the questions to settle with the lender. The Bank of Albania sources were checked on 12 October 2026. They do not establish that a non-resident, a particular applicant or a particular property will obtain financing.
Clarify the borrower and the planned use
Start by asking whether the lender accepts your residence status and your income documentation. Then state whether the home is intended for personal occupation, occasional holidays, letting or mixed use. Decision 25/2025 sets tighter standard limits for a second or subsequent home, or a home bought for letting. Regulation 44/2023 defines a first-time buyer through the absence of a previous residential-real-estate loan; if any co-borrower has previously received such a loan, none of that borrowing group counts as a first-time buyer. A first address in Albania therefore does not settle the classification. Ask the bank to confirm the applicable category. Do not automatically transfer the same rules to a company purchase or a loan from an overseas lender.
Read the two ceilings together
The published measure applies to new residential-real-estate loans disbursed by banks from 1 July 2025. The official instrument directory still lists Decision 25/2025 at our research date. Loan-to-value, or LTV, compares borrowing with the regulatory property value. Debt-service-to-income, or DSTI, compares annual payments on the total debt with annual disposable income. The standard ceilings below are separate constraints. Passing one does not satisfy the other or oblige a bank to lend.
| Use/category | Loan currency | Maximum LTV | Maximum DSTI |
|---|---|---|---|
| Standard case | Lek (ALL) | 85% | 40% |
| Second/subsequent home or letting | Lek (ALL) | 80% | 35% |
| Standard case | Foreign currency | 75% | 35% |
| Second/subsequent home or letting | Foreign currency | 70% | 30% |

Use the bank’s valuation, not just the asking price
For LTV reporting, Regulation 44/2023 generally uses the lower of a recent transaction value and an independent valuation, with specified special cases. Ask which value the bank will use for this exact property and how it affects the possible loan. An advertised financing percentage does not mean that percentage of the asking price will be advanced. A valuation below the purchase price can increase the cash the buyer needs. Request a separate schedule for taxes, legal work, valuation, bank charges and any insurance that applies. The regulation excludes credit costs from the property-value denominator; a headline LTV therefore does not describe the complete purchase budget.
Check total debt against accepted income
The income test concerns overall debt service, including other obligations for which the bank has reliable information. The regulatory calculation uses annual disposable income after applicable taxes and contributions, not simply gross salary. Ask which income the lender recognises, what evidence it needs and how it treats rental income. Do not build the purchase around unconfirmed future bookings. Keep your own living costs and a reserve in the budget as well. The decision permits a limited bank-level exception volume of up to 15% of new loans approved in a quarter and at least partly disbursed in that quarter. That is not 15 extra percentage points for your loan and is not an exception you can require.
Separate currency risk from interest-rate risk
A euro loan and income in another currency can create a mismatch: exchange-rate changes can alter the repayment burden measured against that income. The Bank of Albania’s consumer and mortgage credit regulation describes this risk and individual analysis. Its risk statement explicitly does not commit the bank to granting a loan. Ask for the loan currency, fixed-rate period or variable-rate formula, reference index, margin, effective interest rate, fees and repayment schedule in writing. Then ask the lender to show how payments change in adverse currency and interest scenarios. Matching income and loan currencies can reduce one mismatch; it does not remove interest, income or property risks.
A lending survey is context, not an approval
The latest survey found in the official series at our research date covers the second quarter of 2026. Banks reported eased lending standards for households, including housing loans, while overall household loan terms and conditions were unchanged. This is a survey of banks’ aggregate assessments for that quarter. It is not an October mortgage quote, a result for foreign investors or a promise of a lower interest rate. Regulatory ceilings and each lender’s individual credit decision remain different questions. Use the report to understand the setting, and use written case-specific information to decide whether your purchase can proceed.
Take six written answers into the property search
Before committing, establish six things with the bank: applicant eligibility and required documents; the use category and applicable limits; the accepted property value; the accepted income and existing debt; the complete costs, currency and interest terms; and the conditions and validity of any preliminary assessment or approval. An initial discussion can still depend on the property, valuation and further evidence. Keep independent legal and technical checks in the purchase process. AGENCE Albania can structure a search around your confirmed budget and property requirements. Finance must be agreed with the lender. The practical sequence is to clarify borrowing, test the full budget and then choose the home.
