Tirana: the year-round anchor
The capital remains Albania’s most complete year-round residential market. Central architectural towers, the Artificial Lake district and lower-density communities toward Farka serve different buyer profiles, from internationally mobile owners to families seeking privacy near the city. Prime value is intensely local: street, floor, orientation, outdoor space and building identity can matter more than a broad neighbourhood label.

The Adriatic: access, marina life and managed retreat
Durrës and Lalëz Bay connect the capital to two different coastal propositions. Durrës combines urban infrastructure with waterfront regeneration and marina-led development. Lalëz Bay offers lower density, resort management and landscape. INSTAT recorded 322 permits for new buildings nationally in the first quarter of 2026, 24.8% more than a year earlier, while noting that the release currently reflects municipal reporting and is not yet fully comprehensive.

The Ionian: scarcity is measured in position
From Vlorë and Orikum to Palasë, Dhërmi, Sarandë and Ksamil, the Ionian market is defined by exact relationship to the landscape. Elevation, protected outlook, access, privacy and completed infrastructure are difficult to reproduce once a coastline becomes denser. The strongest purchase is therefore rarely the loudest project; it is the residence whose position and operating context preserve the reason the buyer came south.

Price momentum demands better evidence
The Bank of Albania reported that housing-price and rent indices had accelerated, while rent inflation reached 7.7% in January–February 2026. That signal supports a disciplined reading of asking prices rather than automatic acceptance of them. Buyers should distinguish public marketing from completed transactions, compare like-for-like units and confirm the exact price, area basis, specifications, payment structure and delivery position for the residence under consideration.

The 2026 buyer: international, informed and independently advised
AIDA’s published investment guidance states that foreign buyers face no restriction on purchasing private residential property, while agricultural land and certain land acquisitions follow different rules. Every transaction still requires case-specific Albanian legal, tax and technical advice. The most effective buyer teams separate selection from verification: a considered property shortlist, followed by independent review of title, permits, contract, construction, costs and ownership structure.
