Albania’s visitor numbers and construction pipeline are expanding. For an investor, both signals matter—but neither is a return. A national tourism figure does not reveal the demand for one apartment, and a new building permit does not prove that a particular unit will retain value. The useful question is narrower: what evidence connects this exact property, in this exact micro-location, to sustainable net income and a credible exit?

01

Read the headline, then define what it measures

INSTAT reported that visitors accommodated in Albania’s registered accommodation establishments rose 15.2% year on year in July 2026; non-resident visitors rose 18.3%. This is evidence of growth in the measured accommodation market. It is not an occupancy rate, an average daily rate or a forecast for a privately owned apartment. Before using any statistic, write down its geography, period, accommodation type and denominator. Then ask whether the target unit is actually exposed to the demand the number describes.

02

Choose the demand engine before choosing the view

A Tirana apartment may depend on year-round work, education, healthcare, diaspora and city-break demand. A coastal residence may depend more heavily on weather, flight access, summer events and professional holiday management. Within either market, walking distance, road access, parking, noise, floor, orientation and building rules can alter demand. Ask for monthly evidence from genuinely comparable units, including available nights, booked nights, achieved rates and cancellations. Screenshots of peak summer prices are advertising, not an operating history.

03

Build the net-income model from the bottom up

Start with conservative occupied nights or months and achieved rent, not a promised headline yield. Deduct management, cleaning, platform fees, utilities paid by the owner, common charges, insurance, maintenance, furniture replacement, vacant periods and a reserve for unexpected work. Model at least a base case and a downside case. The Albanian Tax Administration lists rental payments as taxable income and describes withholding and declaration rules; the treatment can depend on the owner, tenant and structure. Obtain current advice for your circumstances before treating tax as a fixed line in a spreadsheet.

04

Treat new supply as both confidence and competition

INSTAT recorded 460 permits for new buildings in the second quarter of 2026, 30.7% more than in the same quarter of 2025. Permits indicate intended construction activity; they are not completed homes, and national totals do not describe one neighbourhood. Map projects that could compete with the unit over the next three to five years. Compare delivery stage, number of similar apartments, amenities, service charges and view protection. More investment can improve a destination, while more substitutable units can also pressure rent and resale.

05

Separate ownership checks from investment assumptions

AIDA states that foreign buyers face no restriction on purchasing private residential property, while other land categories follow different rules. That broad statement does not verify the seller, title, cadastral record, permits, contract, construction or registration of a specific unit. An independent Albanian lawyer and technical adviser should examine those items before commitment. Also obtain the building rules for short stays, the management agreement and every recurring charge in writing. A return model is irrelevant if the legal or operational premise is wrong.

06

Underwrite the exit before the purchase

Ask who could realistically buy the property later, what competing stock they will see and which features cannot be added afterwards. A protected view, efficient plan, usable outdoor space, parking, completed infrastructure and documented management may support resale more reliably than decorative specifications. Record transaction costs and the time required for a sale in the downside case. Do not assume national price growth will rescue a weak unit. A disciplined purchase should remain understandable if rents soften, delivery is delayed or resale takes longer than expected.

07

The investment memo that prevents wishful thinking

Keep the final decision to one page. State the unit, purpose, hold period and buyer profile. List the evidence for demand, the complete annual cost stack, current legal checks, competing supply and the exit audience. Show base and downside cash flow without invented appreciation. Mark every unverified input clearly. If the investment only works with peak-season occupancy, perfect delivery and a rapid resale at a higher price, it is a speculation scenario—not yet an evidenced property investment.
