A sea view can make the decision feel easy in August. Yet the same apartment may need to be a holiday home, earn rental income and perhaps become a place to live later. Those are three different briefs. Before falling for the view, test whether the address and the exact unit can carry each one.
Decide what the apartment must do first
Write down the main purpose before viewing: personal holidays, rental income or a future home. Then rank the other two. If you want the best summer weeks for yourself, those nights cannot also generate rent. If you may live there one day, storage, heating, a workable kitchen and access to everyday services matter more than a dramatic balcony photograph. A good purchase can serve several purposes, but it should not depend on all of them succeeding at once.

Visit the address outside the holiday season
Spend a normal weekday in the neighbourhood. Test the route from the airport or city, the road and parking, grocery shopping, a pharmacy, mobile coverage and the building after dark. Return in poor weather if possible. Central Tirana, an established coastal city such as Vlorë and a Riviera resort offer different daily rhythms; no district name tells you how the precise building operates in winter. Ask who keeps lifts, shared areas and security working when many owners are away.
Model net income, not an attractive nightly rate
For a rental plan, start with evidence from genuinely comparable apartments. Separate booked nights from available nights. Deduct management, cleaning, platform fees, utilities, service charges, maintenance, replacements and relevant taxes. Include the weeks you reserve for yourself and a conservative period with no bookings. INSTAT’s accommodation statistics can give useful market context, but hotel occupancy is not a forecast for one private apartment. Ask an independent local operator to explain actual demand and restrictions for the exact building.

Check the rights attached to the exact unit
Before paying a deposit, instruct an independent Albanian lawyer to check the owner, cadastral record, permits, contract, any mortgage or other burden, and the route to registering your title. For a new development, confirm delivery dates, payment protection, specifications and what is already completed. Obtain the building’s rules on short stays and the full schedule of service charges in writing. AIDA states that foreign buyers may purchase private residential property, but that general rule does not verify a particular apartment or replace case-specific advice.
Test the future move separately
A home that works for two summer weeks may not fit a full year. Try the internet while working, measure travel to healthcare and other services, and examine noise, natural light, winter comfort and the cost of running the home. Check residence and tax questions with qualified advisers in Albania and your current country; ownership, the right to reside and tax residence are separate matters. If the move is only a possibility, choose a property that still makes sense as a holiday home without optimistic rental assumptions.
A simple final test
Score each shortlisted unit against three columns: enjoyment when you are there, realistic net rental operation when you are away, and daily practicality if you later move. Put documents and verified running costs beside the score. If one column is weak, decide consciously whether the other two justify the price. The right apartment is the one whose limitations you understand before signing, not the one with the most persuasive summer photograph.
